Dr. James Martin
Executive Director
Dr. Martin serves as the Chair of the Glenn Department of Civil Engineering and is the first appointee to the Bob Benmosche Endowed Professorship. Martin received his master’s and Ph.D. in Civil Engineering from Virginia Tech after completing his undergraduate studies at The Citadel. While an Associate Professor at Virginia Tech, he helped to establish the Disaster Risk Management Institute, a federally funded organization aimed at investigating the social and economic perspectives of disaster risk resilience. His research focuses on natural hazard mitigation, geotechnical earthquake and foundation engineering as well as risk-based decision making.

Dr. Paris Stringfellow
Director of Operations
Dr. Stringfellow serves as Director of Operations for the RESA Center, managing the logistics and communication for the Center’s many initiatives and projects. Stringfellow has an extensive background in both industry and academia. Prior to joining the RESA team, Stringfellow designed main control rooms in the nuclear industry and served as an adjunct faculty and lecturer at the University of North Carolina, Charlotte. She also was a key founder in a start-up company which examined human error in workplace safety and quality control.

Dr. Hsein Juang
Director of Education & Training
Dr. Juang is a Professor of Civil Engineering at Clemson University. In a career in research and academia that has spanned 34 years, he has authored and co-authored more than 250 reviewed papers related to his research in geohazards, liquefaction, landslide, excavation, risk assessment, reliability methods, and robust designs. Aside from teaching and research, Dr. Juang has spearheaded efforts to establish continuing education programs on behalf of the RESA Center. He also actively seeks out international partnerships and collaboration for the Center.

Dr. Jie "Jason" Zhang
Director of Research
Dr. Jie Zhang is a visiting faculty member from Tongji University, where he is an Associate Professor in the Department of Geotechnical Engineering. His research interests and expertise focus on risk modeling and assessment in geotechnical engineering. Currently Dr. Zhang is developing research proposals on risk communication, earthquake hazard mitigation, and resilient structures. He is also working actively on new models for developing research personnel in the RESA Center. Additionally, Dr. Zhang collaborates with our visiting scholars to integrate their expertise and research into the RESA mission.

David Vaughn
Director of Global Engagement
David Vaughn is a Professor of Practice with Clemson University and Industry Advisor for Clemson Engineers for Developing Countries. He has over 24 years of project management experience in diverse industries, including pharmaceuticals, chemicals, oil and gas, steel, microelectronics, water treatment, and contingency operations. His experience in rapid deployment, planning, disaster management, and reconstruction is a culmination of his work with the US Army Sustainment Command, FEMA, and various private companies. Vaughn is currently working with RESA to develop new resilience-based projects.
